Meet the policyBUILDERS Team

Dave Rocco

CEO

Dave Rocco isn’t surprised to hear policyBUILDERS customers say, “This is exactly the help I have been looking for!” Before policyBUILDER was launched, Dave worked closely with a small group of Massachusetts fire chiefs, collecting their wishlist for an effective, easy-to-use policy manual building service. Today, the policyBUILDERS team continues to consult with fire personnel and Emergency Management Directors to perfect the design and functionality of the policyBUILDER service. Dave plays a critical role in that effort, establishing strong relationships with companies and meeting in person with chiefs, directors and staff members to demonstrate policyBUILDER, and learn which capabilities are most desired and how to make the entire process as seamless and easy as possible to implement.

Prior to founding policyBUILDERS and stationSMARTS, Dave consulted for Purvis, where he worked on the development of a fire station alerting system. During that time he became aware of the significant limitations of the standard records management software being used by fire departments, deciding to address these problems by developing the stationSMARTS records management system.

Dave also serves on the [NFPA Technical Committee on Data Exchange for the Fire Service](http://www.nfpa.org/). The committee is responsible for establishing criteria for the exchange and use of data critical to decision making in all phases of fire service: administration, planning, prevention, preparedness, mitigation, response and recovery.

In his free time, Dave enjoys photography, cooking, fishing, ocean swimming and boating.

Judy Congdon

Chief Policy Officer

When Judy takes charge of a project, it is evident from the outset that her expertise, coupled with her experience, will transform your manual. She’ll streamline the process to produce a completed published document. Judy seamlessly moves from Zoom meeting to Zoom meeting each day, keeping track of each department’s progress, addressing questions, offering guidance, reviewing tasks and providing Chiefs with encouragement. Department manuals that have been years in the making are, for the first time, truly coming together.

Judy possesses the heart of a big mama, the discipline of a Marine, and the boundless enthusiasm of an Olympic contender. Crafting a manual is akin to assembling a jigsaw puzzle; Judy ensures that all the pieces fit together, making policies clear, supportive of one another, and ensuring the whole manual is completed in a timely manner. In this role, Judy continually teaches and guides Chiefs on best practices. She has found her calling. She is the heartbeat of our production team. We are gifted to have her on our team of senior managers.

John Noreika

Senior Analyst

A utility player is one who can play several positions competently. That’s our John, the ultimate utility player. Throw a ball in the air and John will catch it-with aplomb. John works on many business projects for us, from marketing research and data base development to building elaborate data dashboards for dozens of fire departments.

He is our ultimate problem solver. He is someone whose whole identity is about solving problems. He’s one of those guys who, if you gave him a problem to fix, you wouldn’t need to ask a lot of questions about how he’s going to do it. He will let nothing stand in his way. John is genuine with a unique, strong, and incredibly valuable way of supporting our operation. He is as humble a man as one can imagine- gifted with a warm heart.

Heather Beattie

Policy Administrator

A spitfire of a woman, give her a challenge and stand back – way back. She was drafted from Panera Bread’s fast track management program to work for us. Ask her how she found her way to the policyBUILDERS team – it was completely serendipitous. She brings with her a very particular resolve, bottomless energy and a highly disciplined work ethic. By nature a team player, she and Judy Congdon make a highly reliable team, working in complete simpatico. A stickler for detail and spunky, she possesses an essential skill: levelheadedness, which helps her function at her best, despite the demands of the job. Self-taught, she thinks of herself primarily as an editor, which means that she can’t help being attuned to the minutiae of each policy. Good-natured, when she turns on that enormous smile, it beams right through you!
