Meet the policyBUILDERS Team

Dave Rocco

CEO

Dave Rocco isn’t surprised to hear policyBUILDERS customers say, “This is exactly the help I have been looking for!” Before policyBUILDER was launched, Dave worked closely with a small group of Massachusetts fire chiefs, collecting their wishlist for an effective, easy-to-use policy manual building service. Today, the policyBUILDERS team continues to consult with fire personnel and Emergency Management Directors to perfect the design and functionality of the policyBUILDER service. Dave plays a critical role in that effort, establishing strong relationships with companies and meeting in person with chiefs, directors and staff members to demonstrate policyBUILDER, and learn which capabilities are most desired and how to make the entire process as seamless and easy as possible to implement.

Prior to founding policyBUILDERS and stationSMARTS, Dave consulted for Purvis, where he worked on the development of a fire station alerting system. During that time he became aware of the significant limitations of the standard records management software being used by fire departments, deciding to address these problems by developing the stationSMARTS records management system.

Judy Congdon

Chief Policy Officer

Judy Congdon brings more than two decades of frontline fire service experience and a lifelong dedication to public safety to her role as Chief Policy Officer at policyBUILDERS. A retired Fire Lieutenant with the Hudson, Massachusetts Fire Department, Judy has transitioned from serving on the front lines to transforming how fire departments across the country approach their policy manuals.

At policyBUILDERS, Judy is the engine behind policy development. She leads with a combination of command presence and compassion, guiding departments through the often-overwhelming task of manual creation with clarity, structure, and a healthy dose of encouragement. Under her leadership, projects that had been stalled for years find new momentum. Chiefs find a trusted partner. And policy manuals become clear, complete, and compliant–finally aligned with the day-to-day realities of the job.

Her experience includes over 14 years as a firefighter and EMT-B, followed by her promotion to lieutenant and president of IAFF Local 1713. Judy has completed specialized training in hazardous materials response, confined space rescue, and gas emergency command, and holds advanced leadership training credentials from the IAFF.

Colleagues often describe Judy as part coach, part architect: she sees the big picture, sweats the details, and brings everything together with purpose. Her passion for helping fire departments build strong operational foundations has made her a valued voice within the industry–and the steady heart of the policyBUILDERS team.

Lila Rice

Administrative Assistant, policyBUILDERS

Lila Rice is a sophomore nursing student at the University of New Hampshire, Durham Campus, where she is preparing for a career as a nurse practitioner. She is committed to building a strong foundation in healthcare while gaining leadership and professional experience that will serve her in advanced practice nursing.

In addition to her studies, Lila is an Administrative Assistant on the production team at policyBUILDERS. In this role, she converts and formats policy documents, supports policy manual specialists, and contributes to the accuracy and professionalism of final deliverables. Her attention to detail and ability to balance multiple priorities make her a valuable member of the team.

Lila is also active in campus life as a member of Alpha Phi Sorority, where she currently serves as Assistant Director of Recruitment. This leadership position allows her to strengthen her organizational, communication, and team-building skills.

A 2024 graduate of Hudson High School in Hudson, Massachusetts, Lila distinguished herself as both a scholar and an athlete. She was a National Honor Society student, captain of the field hockey and girls’ basketball teams, and a participant in Project Lead the Way, a nationally recognized program in applied science and healthcare. As part of this program, she took part in the White Coat Ceremony, a symbolic event where she earned her white coat, marking her commitment to compassionate patient care and professional standards in medicine.

Heather Beattie

Policy Administrator

Heather joinedpolicyBUILDERS in November 2024, bringing years of leadership and operational experience from her time as a manager at Panera. With a passion for organization, process improvement, and working with people, Heather made a seamless transition into the world of policy development.
After a chance encounter with Dave Rocco, Heather quickly connected with the company’s mission to simplify and customize policies for growing businesses. Since then, she’s become an integral part of the company, known for her attention to detail, clear communication, and dedication to helping clients build stronger, safer operations.
Outside of work, Heather enjoys spending time with her family, gardening, baking, cooking and anything outdoors.

Derrick Richardson

Policy Manual Specialist

Derrick Richardson brings more than 25 years of fire service experience to his role as Policy Manual Specialist at policyBUILDERS. A seasoned Battalion Chief, educator, and community leader, Derrick has spent his career leading complex operations, mentoring future fire professionals, and advancing fire service excellence through training, public education, and policy development.

As Battalion Chief for the Alton Fire Department, Derrick oversaw fire, rescue, marine, and medical operations, while implementing department-wide strategic initiatives to improve readiness, safety, and efficiency. He also served as an adjunct Fire Science Instructor at Lewis & Clark Community College and was a contributing reviewer for nationally published fire officer training materials.

Derrick holds advanced certifications in fire command, inspection, education, and prevention, and is recognized for his leadership in youth fire intervention, safety officer training, and incident command. He earned his master’s and bachelor’s degrees in Organizational Leadership, pairing frontline expertise with strategic perspective.

Known for his humility, discipline, and commitment to service, Derrick also contributes through nonprofit board leadership and scholarship support. At policyBUILDERS, he helps ensure that every manual we deliver reflects both the real-world demands of the job and the high standards today’s departments deserve.

Randy Bozeman

Director of Sales

Randy Bozeman joined policyBUILDERS in 2025 with over 25 years of experience helping public sector organizations solve complex challenges through smart technology and strong partnerships. A seasoned sales leader and natural connector, Randy has led teams and grown businesses at companies like ADP, Ciber Global, WNS, and iOPEX—delivering real results across state, local, and education markets.

At policyBUILDERS, he leads growth efforts focused on helping fire departments and public safety agencies streamline how they build and manage policy. Randy’s known for his energy, strategic thinking, and ability to turn big ideas into action. He holds a BS in Finance, Management, and Military Science from the University of North Alabama and brings a roll-up-your-sleeves attitude to every project.

John Noreika

Senior Analyst

John Noreika is the kind of team member every organization hopes to have—the rare utility player who can step into any challenge and deliver results with precision and heart. At policyBUILDERS, John plays a critical behind-the-scenes role, driving projects that range from data dashboard design and marketing analytics to operational systems development for fire departments across the country.

With a background in business intelligence and a passion for solving complex problems, John is the go-to person when something needs to be figured out quickly—and done right. He brings clarity to chaos, building custom tools that help departments make smarter, faster decisions. His deep understanding of both data and workflow makes him an invaluable partner to both our internal team and the fire agencies we serve.
